Regional Workshop on Energy Efficiency in Building in Spain

In the context of meetMED’s Regional Knowledge Transfer Program on energy efficiency in the building sector, the Regional Centre for Renewable Energy and Energy Efficiency (RCREEE) and the Mediterranean Association of the National Agencies for Energy Management (MEDENER) in close collaboration with Spanish E.P.E. Institute for the Diversification and Saving of Energy – IDAE, the Spanish Association for Standardisation (UNE) and Test, Innovation and Services Centre (CEIS) organized a ”Regional Workshop on Energy Efficiency in Buildings” on 7th November 2023, in Madrid.

Referring to the importance of energy efficiency in buildings and household appliances and the area cooling topic (District Cooling), are vital topics, especially in this period in the Arab countries, which are experiencing a significant breakthrough in infrastructure development in various fields as well as reconstruction processes, which in turn are reflected in the achievement of sustainable political, economic, and social development.

In this regard, the regional workshop’s main objective was to share and exchange experience with regulation of the heating sector, as well as gather relevant data and information from existing district cooling projects, case studies, and research papers.

The workshop was attended by over 15 stockholders/decision makers representing the project’s eight beneficiary countries including Algeria: Renewable Energy Development Center (CDER), the National Agency for the Promotion and Rationalisation of Energy Use (APRUE); Egypt: Ministry of Electricity and Renewable Energy (MoERE), New and Renewable Energy Authority (NREA); Jordan: Royal Scientific Society (RSS); Lebanon: the Lebanese Center for Energy Conservation (LCEC); Libya: Renewable Energy Authority of Libya (REAOL); Morocco: Institut Marocain de Normalisation (IMANOR), Moroccan Agency For Energy Efficiency (AMEE) and Tunisia: National Agency for Energy Conservation (ANME); plus more than 50 online participants.

Approximately eleven presentations were given to explain various experiences of the EE in the building sector in Spain, EU Energy Efficiency MEPS, and Labelling with a special focus on energy services companies and case studies showcasing the ESCO model and refrigeration manufacturers. Additionally, an overview about district heating and cooling technologies.

During the opening remake speeches, Ahmed Khalil, Environment and Climate Change Unit Director at RCREEE. presented the key objectives and deliverables of meetMED WP4 related to Promoting Efficient Appliances & Developing the Market. Followed by Mr. Ignacio Valero,  International Department, IDAE, who highlighted IDAE’s main goals as a public business entity of the Ministry for the Ecological Transition and Demographic Challenge of the Government of Spain through the Secretary of State for Energy. Then, Eman Adel, a Sustainable Energy Expert at RCREEE and meetMED WP4 Activity Leader gave a brief presentation on the key objectives and activities of the two-day knowledge transfer program in Madrid.

The second session was dedicated to an overview of EE in buildings with a special focus on meetMED project, by Eva Martínez Caraballo, Technical Project Manager, Department of Domestic and Energy Saving and Efficiency IDAE. Ms. Martínez demonstrated the essential principles of building energy renovation programs, good practices, and lessons learned in Spain.

Carlos Ballesteros, General Director of the National Association of Energy Services Companies in Spain (ANESE), began the third session by explaining the ESCO model and the Spanish ESCO market. Followed by Francisco Raya, Commercial and Marketing Director, and Hanin Ben Ayad, Business Development Manager for Africa and the Middle East (KEYTER), who showcased the Refrigeration and air conditioning technology solutions and provided detailed information on the key technologies for energy transition in Heat Pump applications within the residential and tertiary buildings.

Afterward, Carlos Gallar, Head of Energy Transition, Self-consumption, Sustainable Mobility, and Efficiency, FACTOR ENERGIA, described the key products and services afforded by his facility as a leading independent energy supplier focused on four business segments: power, gas, power management, and energy transition. Andrés Tanaka, Strategy & Business Development Manager, SMARKIA, gave a presentation on the intelligent energy management platform in the framework of the potential energy savings based on Artificial Intelligence. The session was concluded by José Nieto, Industrial Refrigeration Area Manager, ENGIE with a case study on Refrigeration.

The fourth session started with a presentation about district heating and cooling technologies by Emilio Luis López, General Director of REBI, MÓSTOLES HEAT NETWORK. Then, Akram Al-Mohamady, Sustainable Energy Expert, RCREEE presented fact findings on the MEPs and Labelling status in the Mediterranean Countries.

Mostafa Hasaneen, Sustainable Energy Expert, RCREEE, gave a presentation on the highlights of meetMED report on District Cooling. This activity is designed to provide the project’s targeted countries with information on business models and financing options for district cooling. Finally, the day was closed with an insightful presentation by Ayham Al Rabee, Sustainable Energy Specialist, Royal Scientific Society about the E-Waste in Jordan, in the session moderated by Ahmed Abdulrasoul, Environmental Energy Expert, RCREEE.

The workshop provided an excellent opportunity for international exchange. One day earlier, participants had a chance to visit CEIS Testing, Innovation, and Services Centre, one of Europe’s leading independent testing laboratories in the field of conformity assessment of various products for a wide range of appliances.
