Study Tour on Energy Efficiency on Appliances in Spain

Madrid – 6 November 2023

In the context of meetMED’s Regional Capacity Building Program, the Regional Centre for Renewable Energy and Energy Efficiency (RCREEEand the Mediterranean Association of the National Agencies for Energy Management (MEDENER) in close collaboration with Spanish E.P.E. Institute for the Diversification and Saving of Energy – IDAE, the Spanish Association for Standardisation (UNE) and organized a ”Study Tour on Energy Efficiency on Appliances” at  Test, Innovation and Services Centre (CEIS) testing labs on 6th November 2023, in Madrid. The purpose of the study tour was to discuss and enhance the knowledge of experts and public officials regarding energy efficiency in appliances and their implementation. The tour was an opportunity for participants to gain deep insights into testing centers, Minimum Energy Performance Standards (MEPS), and labeling promotion for appliances, with a particular emphasis on air-conditioning. 

The tour was attended by over 15 participants from 7 countries representing, Algeria: Renewable Energy Development Center (CDER), the National Agency for the Promotion and Rationalisation of Energy Use (APRUE); Egypt: Ministry of Electricity and Renewable Energy (MoERE), New and Renewable Energy Authority (NREA); Jordan: Royal Scientific Society (RSS); Lebanon: the Lebanese Center for Energy Conservation (LCEC); Libya: Renewable Energy Authority of Libya (REAOL); Morocco: Institut Marocain de Normalisation (IMANOR), Moroccan Agency For Energy Efficiency (AMEE) and Tunisia: National Agency for Energy Conservation (ANME).

At the UNE premises on the morning of the study tour, Ms. Monica Sanzo, Director of Cooperation and International Relations, welcomed the participants. The event began with opening remarks. Eng. Eman Adel, a Sustainable Energy Expert at RCREEE and meetMED WP4 Activity Leader gave a brief presentation on the key objectives and activities of the two-day knowledge transfer program in Madrid. Afterward, Ms. Sanzo’s opening remarks showcased UNE as the only standardisation body in Spain appointed by the European Commission. She emphasized UNE’s efforts to help develop activity sectors through the use of technical standards. Followed by Dr. Maged Mahmoud, the Technical Director of RCREEE, who highlighted the importance of energy efficiency measures in appliances and their implementation. The CEIS Testing, Innovation and Services Centre’s Director General, Federico Muñoz Sánchez, shared the center’s technical experience and know-how in the field of conformity assessment and development and conducting of tests and technical support services related to appliance Quality, Safety, and the Environment.   Ignacio Valero, representing the Department of International Relations, IDEA, thanked both MEDENER and RCREEE for their role in developing EE projects and contributing to sharing the EU experiences to enhance the adoption of renewable energy and energy-efficient measures in the MENA region. Following the opening remarks, two sessions took place. During which, Julio Conde, Project Manager, CEIS explained the Eco-design and Energy Labelling with a special focus on the requirements for electrically driven air conditioners, heat pumps, and liquid chilling packages for space cooling or heating and DHW production.

STUDY TOUR

Next, participants headed to the site tour at CEIS Testing Labs in Móstoles. Mr. Federico Muñoz Sánchez initiated the visit by providing a comprehensive description of CEIS, one of Europe’s leading independent testing laboratories, which has more than 20 years of experience and expertise in the field of conformity assessment of various products for a wide range of appliances. During the tour, participants visited various testing labs including the Balanced calorimeter room method, Indoor Air enthalpy test method, and Sound power and pressure test method. Meanwhile, Mr. Conde elaborated on EN Testing standards for Air conditioners, heat pumps, and liquid chilling packages in addition to space cooling/heating and domestic hot water applications.

The tour was concluded with a visit to a solar PV power station, an auxiliary facility that produces 1MW capacity and provides green energy to all labs at CEIS. The study tour is organized back-to-back to a regional workshop on energy efficiency in buildings under the project’s two-day regional knowledge transfer program in Spain.
